Primary Sources of Data

The Central Ohio Compact dashboard data analysis is done primarily using data sources available through the Ohio Longitudinal Data Archive (OLDA)

Please note for all graphs on this website, groups of less than 10 individuals are redacted to protect possible re-identification.

Higher Education Information System (HEI) – detailed student-level data collected by the Ohio Department of Higher Education. Includes all students who enroll in public higher education in Ohio.

Unemployment Insurance (UI) Wages and Quarterly Census of Employment and Wages (QCEW) – employee-level employment and wage data and firm-level industry data reported each calendar quarter by the Ohio Department of Job and Family Services (ODJFS). Includes wages for all employees within the state of Ohio whose employers are required to file with the unemployment insurance tax system. Excludes workers outside of Ohio, Federal employees, and the self-employed.

Ohio Technical Centers – detailed student-level data collected by the Ohio Department of Higher Education. Includes all individuals who participate in Ohio Technical Center programs in Ohio.

These data sources can be joined at the individual level using a unique identifier. By joining these data sets, we can follow an individual who enrolls in an Ohio public institution of higher education through enrollment to graduation and then to employment in Ohio.

Ohio Department of Education Report Card data Power User Reports - publicly available detailed data about each school district and community school in Ohio, as well as each high school-level career-technical education program.

The OLDA is a project of the Ohio Education Research Center (oerc.osu.edu) and provides researchers with centralized access to administrative data. The OLDA is managed by The Ohio State University's Center for Human Resource Research (chrr.osu.edu) in collaboration with Ohio's state workforce and education agencies (ohioanalytics.gov), with those agencies providing oversight and funding. NOTE: Beginning in 2013-14, due to a change in data collection procedure, the Ohio Technical Center (OTC) data includes courses considered "career enhancement" that were previously filtered out. Without an easy identifier for the 2013-14 and 2014-15 program years, to try and maintain consistency and include those courses most likely to be career development, we limited OTC enrollees in 2013-14 and 2014-15 to those enrolled in courses that are more than 75 hours.

Employment Outcomes

Completers Employed in Ohio - Number of OTC course completers who were found working in Ohio two quarters following completion. The years on the graph indicate the year in which the individual completed the OTC course. Employment is limited to those individuals working for an employer required to report into Ohio’s Unemployment Insurance system, which excludes federal employees and those who are self-employed. Percentages are calculated using the number of completers with a unique identifier available to link to employment records.

Median Earnings First Year Post-Completion - Median earnings for those completers identified as employed two quarters after completion. For example, if a person completes a course in spring 2011, earnings in this graph include the total of earnings for autumn 2011, winter 2012, spring 2012 and summer 2012. We report the median of these data points for graduates from each program year (rounded to the nearest $100). Earnings comes from UI Wage data, and includes all employees within the state of Ohio whose employers are required to file with the unemployment insurance tax system. Excludes workers outside of Ohio, Federal employees, and the self-employed. Earnings are adjusted for inflation to 2010 dollars.

Employment Industry - Industry of the employer identified for each person found working in Ohio who completed an OTC course. Industries are identified by 2-digit North American Industry Classification System (NAICS) code reported by the employer. Industry comes from UI Wage and QCEW data, and includes all employees within the state of Ohio whose employers are required to file with the unemployment insurance tax system. Excludes workers outside of Ohio, Federal employees, and the self-employed.

Entering Characteristics

Enrollment - OTC course enrollees during the given program year.

Economically Disadvantaged - OTC course enrollees who receive need based financial assistance, or whose income is at or below the poverty level as defined by the U.S., as reported by OTC.

Enrollment by Course Subject Category - OTC course enrollees disaggregated by the subject area of the course in which they are enrolled. Course subject is categorized using the Classification of Instructional Program (CIP) code reported by OTC. It is reported here using the two-digit CIP code. Thus, subject is reported as a general category rather than the specific course subject.

In-School Progression

Completion - Enrollees in a course that either complete the course or continue into the next program year. OTCs report their data each program year. Therefore, some individuals are mid-course when data is reported. Completers are identified using the student result reported by the OTCs. A student is identified in-progress if the students did not complete the course, and is enrolled in the same OTC location the following program year. For the most recent program year, the in-progress status is as reported by the OTC.

Completion by Subject - OTC enrollees who complete each program year, by subject area. Course subject is categorized using the Classification of Instructional Program (CIP) code reported by OTC. It is reported here using the two-digit CIP code. Thus, subject is reported as a general category rather than the specific course subject.

Credential Earned - Shows whether each completer earned an industry credential, technical assessment, or state license as reported by the OTC.

Demographics

Race/Ethnicity - Race of enrollees as reported by OTC. Smaller categories such as Hispanic, Asian, American Indian, and Multiracial were combined to create an “other” category because small numbers would have resulted in the race categories being unreportable. Data points representing groups of less than 10 individuals are redacted to predict against re-identification.

Gender - Gender of enrollees as reported by OTC.

Age - Using month and year of birth, age is calculated as of the beginning of the program year. Date of birth was collected beginning in the 2012-13 program year, and coverage becomes more complete in more recent program years.
